Greece Plans to Increase Property Transfer Tax to 15% for Non-EU Buyers

The Greek government has announced plans to increase the property transfer tax on residential real estate purchased by non-EU/EEA citizens from the current 3% to 15%.

The new rate is expected to take effect from 1 July 2027 and will primarily affect individuals from countries such as Serbia, North Macedonia, the UK, Israel, Turkey, the USA, Russia and other non-EU/EEA countries.

According to the information currently available, the 15% rate will apply to residential properties purchased by individuals, while companies, land plots and commercial properties are expected to remain outside the scope of the new measure.

For example, on a property with a taxable value of €300,000, the basic transfer tax would increase from approximately €9,000 to €45,000.

Important: the measure is not yet law

The proposed increase has not yet entered into force, and the final legislation may include further changes, exemptions or transitional provisions.
